Could this planet exist?

Tell me if this is possible: A planet that has the same atmospheric components as Earth, except with a higher concentration of radiation (whereas you could breath, etc...) Being like Earth it has water and trees, but it is mostly covered with desert terrain. Could this be a habitual planet, whereas you would only need protection from the higher radiation?
